I dont know about you, but i feel that TNA is becoming just as bad as the wwe in regards to pushing talent, I don't think he is being pushed directly and also with the fact that it looks like Booker T is going to get the strap that would make Joe's reign shorter then the tna HHH kurt angles reign as champ, he hasnt done anything worth while, or anything to make me say wow he is the greatest champ of all time

Well you already answered your own question. The problem is the push and overall booking of the character.
We all know that TNA has a problem with booking and it's becoming more and more evident. It's not Joe's fault that he's not being shown in the light of a credible champion. In my opinion, he should have gotten the title 2 years ago after his 1 year undefeated streak. Instead, they brought in ex-WWE talent to be champion and kept him as X-Division champion when he was clearly above the division. That's just bad management and booking. Christian, Sting, and Kurt Angle all came in and won the championship without a year long push. So when Joe finally won the title because Sting is sometimey with his schedule, Christian has been booked to become nothing, and Angle got tired of beating him all the time; Joe became champion by default.
It's all about the booking and TNA has a problem. I don't know why TNA wants to put titles on ex-WWE/WCW wrestlers who don't need the title just to draw attention to themselves, because it hasn't worked in the 2-3 years they've been doing it. Instead of going in their own direction as they always talked about, they've falling into trying to do what the WWE does with their storylines and gimmicks, which doesn't work on such a small stage. TNA has some of the most gifted talent on their roster and instead, they try to emulate the WWE, instead of having those guys go out and put on spectacular matches and tell the story inside of the ring.
If TNA could get Joe to wrestle guys that will make him look good and not have an ego about losing, they could restart his streak again and possible bring some credibility back to him as a character and the title. Possibily bring in named talent for per appearance just to say that Joe has beaten guys within TNA and throughout the world, that have challenged him for the title. But with Joe retaining/reobtaining the title against Booker T with help of a guitar (Jeff Jarrett), it only hurts him because it says that Joe can't beat a named opponent without it being shrouded in bullshit. If he beat Booker T straight up, that's different, but TNA has a problem with always using interference in their matches to put someone over. It doesn't make anyone look credible.
Booking is the issue.
